THREE-YEAR ROLLING PLAN III (2008 - 2011)

  1. Background Information and Rationale

    The Iglesia Filipina Independiente launched the Ten-Year Strategic Plan (TYSP or the IFI National Comprehensive Program), a sequel to the Decade Agenda (1992–2002) that had prepared and paved the way for the IFI 1st Centenary, after it was duly approved by the 9th Triennial Assembly in May, 2002.

    More than five years after its launching, an internal mid-term evaluation study was conducted in the second half of 2007, primarily to measure the extent by which the TYSP’s thrusts, strategies, program areas and goals that were based or anchored upon annual institutional or program calls, had been adapted by the Local Churches or, at least, dovetailed their on-going diocesan program. An evaluation instrument for such purpose, that also sought to identify factors that facilitated or hindered program implementation and effectiveness, was approved by the Executive Commission. Fifteen Local Churches have been identified to be the primary respondents of a set of questions to be discussed and responded to in a focused group discussion (FGD) process.

    After a thorough analysis of the data gathered from the focused group discussions, as well as the feedbacks gathered through informal interviews from a wide spectrum of IFI stakeholders, the following areas of concern have surfaced and considered to be the priority program thrusts of the 3rd Three-Year Rolling Plan (2009-2011) of the IFI Ten-Year Strategic Plan.

    • Leadership Consolidation and Membership Education/Nurture
    • Capability Building and Human Resource Development
    • Advocacy, Prophetic Witness, Service, and International Relations
    • Stewardship, Resource Generation and Development
    • Institutional and Organizational Development

    These five program thrusts have been identified as strategic options and were adequately articulated in the Ten-Year Strategic Plan conceptual framework. They remain to be the major priorities of the Church, and so, for the next three years, the Obispado Maximo has to encourage and push every Local Church to formulate its program that would contain the thrusts mentioned above and the methods by which the program would be carried through in its area of jurisdiction, stressing the participation and cooperation of all units and sectors concerned.

  2. Tyrp III Program Call

    The Program Call of the 10th Triennium “Patatagin and Pambansang Pamunuan, Palakasin ang Lokal na Simbahan, Pasiglahin and Kalakhang Kasapian” (Equip/Stabilize the Church’s Leadership, Strengthen the Local Churches, and Enliven the General Membership) is basically carried over into the 11th Triennium with some dimensions or stresses added to it. Hopefully, within the next three years, a church-wide mass education program using a common education material and module be launched in all the Local Churches. Strengthening the Local Church is a continuing concern, however, there is the need to harness and develop the capacities of the Local Church to respond or deliver programs and services with the aid or assistance from regional development programs. There is also the urgent call to convert non-performing assets into liquid assets which can be used to develop other properties that are economically viable and have great revenue-generating potentials.
